Warren Shire Council meets on the fourth Thursday of every month, with the exception of November, which is replaced with a meeting on the first Thursday of December.

This meeting marks the first meeting for this new term of Council which commenced following the elections on 4 December 2021.

 

We welcome the returning and new Councillors to Warren Shire Council.

 

SPECIAL REPORT OF THE GENERAL MANAGER

Election of the Mayor and Deputy Mayor

Councillor Milton Quigley was re-elected unopposed as Mayor. Councillor Sarah Derrett was elected unopposed as Deputy Mayor.

REPORTS OF THE GENERAL MANAGER

Election of Committee Members – Item 1 

Councillors selected to be representatives across a number of Committees, joining staff and stakeholders to work together in detail on specific areas that benefit the Warren Shire community. Council has also reviewed the Committee structure to ensure it is an efficient and effective process.

Council Organisational Structure – Item 8 

 Councillors endorsed the proposed organisational structure to effectively deliver the community strategic plan through a collaborative workforce. View the full structure in the WSC January Business Paper.

 


Infrastructure Progress Updates – Item 11

  • Warren Airport Upgrade

Upgrade works for Warren Airport are in the final stages with the remaining drainage improvements scheduled for early 2022 and construction of the new terminal due to be complete by March 2022.

 

  • Village Enhancements for Warren, Nevertire and Collie

Upgrades across the Shire are progressing with kerb, guttering and footpath works in Nevertire and a new electric BBQ for the Nevertire Community Park delivered. Improvements to the Noel Waters Oval are also underway with a new amenities block ordered and new seating and bin enclosures delivered.

 

  • Carter Oval Youth Sports Precinct including Warren War Memorial Swimming Pool

Upgrade work continues at Carter Oval, with the development of the soccer fields and cricket field nearing completion.

Work to install LED lighting and additional soccer field lighting at Carter Oval commenced in December 2021. The lighting project is funded through the Australian Government’s Drought Communities Extension Program and Murray-Darling Basin Economic Development Program Round 3.

 

  • Warren Showground/Racecourse Upgrade

Several projects funded through the NSW Government’s Showground Stimulus Funding Program, Phase 2C are progressing with works underway:

  • Work to renew all concrete and asphalt floors is complete;
  • Work to replace amenities in the Cattleman’s and Horse Sports Camping Area commenced in December 2021;
  • Installation of a new septic tank for the Main Pavilion amenities to commence in January 2022;
  • Renovation to the men’s amenities in the Main Pavilion to commence in January 2022;
  • Installation of a new septic tank with a grease trap for the canteen waste in the Centre Arena is scheduled to be completed by the end of January 2022; and
  • Quotes from local suppliers and rural fencing contractors for refencing of the Showground perimeter are being arranged.

 

Several projects funded through the Australian Government’s Murray-Darling Basin Economic Development Program – Round 3 are also progressing:

  • All Access amenities installed in the GBS Falkiner Lounge in December 2021;
  • Grandstand refurbishment quotes have been received with works to commence in January 2022; and
  • Awaiting quotations for the replacement of windows and doors in the GBS Falkiner Lounge.

 

In addition, upgrades to the judging and camera towers are now complete. This project was funded through the Crown Reserves Improvement Fund Program and managed by the Warren Jockey Club. 

 

  • Nevertire Reservoir  

Refurbishments to the Nevertire Reservoir are complete and, following community consultation, the mural theme is finalised with quotations from artists currently being received.

 

  • Warren Town Murals on Private Property

Community consultation has commenced with proposed themes and locations finalised and artist quotations underway.

 

  • Warren Town Levee Emergency Works

Work to install 1,200 tonnes of Mt Foster Quarry rock at Warren Town Levee, downstream of Lions Park, is now complete. 

 

  • Grant Applications

A grant application to the NSW Government’s Stronger Country Communities Round 4 for changerooms and an amenities building, with a focus on female competitors, at Carter Oval has been successful.


Council is awaiting responses for the following grant applications:

  • $100,000 to the Crown Reserves Improvement Fund Program for an All Access amenities block at Warren Pony Club.
  • $250,000 to the Crown Reserves Improvement Fund Program for stage 2 of the Racecourse Bar and Viewing refurbishments.
  • $60,000 to the Crown Reserves Improvement Fund Program for the replacement of the Showground female amenities.
  • $500,000 to the NSW Government’s Tourism Activation Fund for improvements to Window on the Wetlands including road upgrades, carpark areas and improved access to Tiger Bay.
  • $500,000 to NSW Government’s Tourism Activation Fund for improved road access, carpark construction and creation of an interactive augmented reality education program at Burrima Walkway.
  • $990,000 to the NSW Government’s Greater Cities and Regional Sport Facility Fund 2021/22 Round 2 for upgrades to the amenities, kiosk, office and entry at the Warren War Memorial Swimming Pool.
  • $350,000 to the NSW Government’s Greater Cities and Regional Sport Facility Fund 2021/22 for the construction of the Swimming Clubhouse at the Warren War Memorial Swimming Pool.
  • $1,800,000 to the Australian Government’s Murray-Darling Healthy Rivers Program: Large Grants to upgrade the Bryan Egan Weir (Lower Warren Weir) to include the appropriate fish passage to be developed to ‘shovel ready’ status.
  • $352,274 of $622,202 to the Australian Government’s Preparing Australian Communities – Local Stream for a flood mitigation study in partnership with the Australian National University. 



REPORT OF THE DIVISIONAL MANAGER ENGINEERING SERVICES 

Works Progress Report: Roads  

Road works completed in December:

  • Gibson’s Way – grading
  • Gradery Lane – grading
  • Catons Road – grading
  • Mannix Road – grading
  • Yungundie Road – grading  

Road maintenance and construction schedule for January and February

Road maintenance grade scheduled for January:

  • Colane Road
  • Booka Road 
  • Bundemar Road 

 

Rehabilitation scheduled for January/February:

  • Collie-Trangie Road

Road maintenance works may be subject to change with any inclement weather.

 

Capital Works in Progress

  • The $1,719,813 construction for Ellengerah Road (Segments 22, 24 and 26) is on hold due to the recent heavy rainfall. This work is funded with $698,771 from the Fixing Local Roads – Round 2, Council contribution of $174,693, $211,587 from Local Roads and Community Infrastructure Program Phase 2 and $634,762 from Fixing Local Roads Round 3. 
  • The $1,679,947 construction of Old Warren Road (Segments 26 and 28) is practically complete. This work is funded with $1,259,960 from the Fixing Local Roads Program Round 3, $296,147 from the Local Roads and Community Infrastructure Program Phase 2 and $123,840 from the Local Roads and Community Infrastructure Program Phase 3.
  • Rehabilitation to the Collie-Trangie Road Regional Road No.347 (Segment 14) is expected to recommence in mid-January. This work is funded through unspent 2020/21 Transport for NSW’s REPAIR Grant.
  • Rehabilitation to the Collie-Trangie Road Regional Road No.347 (Segment 16) $800,000 in project funding is now available and work is programmed to commence in early 2022. The project is funded with $400,000 under Transport for NSW’s REPAIR Program and $400,000 under the 2021/2022 Regional Roads Block Grant.
  • Remarking of school zones will take place from January to April.
  • Warren kerb and gutter replacement.
  • Investigation and design for CBD Improvement Program work. 

All works listed are in addition to the regular maintenance, patching, edge repairs, slashing and mowing works carried out across all Council facilities.

Works Progress Report: Town Services – Item 2

  • Warren Lawn Cemetery – Stage 3

A concept plan is currently being prepared for the next stage of upgrades to Warren Cemetery. This work includes improved drainage and extension of the river water main for future cemetery expansion. 

 

  • Oxley Park River Water Pumping Station 

Due to the recent flooding, improvement works to Oxley Park River Water Pumping Station will be completed in 2022.

 

  • Grant applications

Council is awaiting responses for the following town services grants:

  • Warren Levee Rehabilitation: In addition to applications submitted to the Australian Government’s Department of Home Affairs, Council met with the Acting Divisional Manager Engineering Services and a National Recovery and Resilience representative to review levee repairs and improved disaster preparation. 
  • Tiger Bay Wetlands Effluent Reuse Scheme for Drought Protection: Funded under the Murray-Darling Healthy Rivers Program – Large Grants, this project will enable the installation of an Ultraviolet Disinfection System and pipeline the new Sewerage Treatment Works and Tiger Bay. The project also includes the construction of a Reed Bed at Tiger Bay Wetlands.
  • Stormwater Quality Improvement for Warren: The $1.72M project funded under the Murray-Darling Healthy Rivers Program – Large Grants will enable the installation of 25 Stormwater Quality Improvement Devices at stormwater locations that discharge directly into the Macquarie River and Gunningbar Creek.

November 2021 Flood and Storm Damage Claim – Item 4.3.2

Council has engaged Built Environment Collective to commence the claim process for roads affected in the November/December 2021 floods.
