Warren Shire’s Ordinary Council Meeting was held on Thursday 24th July 2025. Highlights from this meeting included: 

REVISED ELIGIBILITY CRITERIA ADOPTED FOR 2026 AUSTRALIA DAY AWARDS
Council reviewed and adopted revised eligibility and selection criteria for the 2026 Australia Day Awards to ensure clarity and inclusivity across all categories. Award categories include Citizen and Young Citizen of the Year, Community Service Award, Sportsperson or Sporting Organisation of the Year, Young Sportsperson or Team of the Year, Community Event of the Year, Young Achiever of the Year and Business House of the Year.

ADOPTION OF DRAFT STOCK GRIDS AND PUBLIC GATES POLICY
Following a period of public exhibition, Council formally adopted the Draft Stock Grids and Public Gates Policy. The Policy provides a clear framework for the installation, maintenance and management of stock grids and public gates within Warren Shire, balancing road safety, landholder responsibilities and public access.

POLICY REVIEW PLAN PROGRESS: THIRTEEN POLICIES REVIEWED, FOUR TO BE EXHIBITED
Council considered 13 policies as part of its comprehensive Policy Review Plan, with the majority adopted following only minor amendments.

Four policies will be placed on public exhibition for a minimum of 28 days before being formally adopted, subject to no adverse submissions. These include:

  • Modern Slavery Policy and Modern Slavery Risk Management Plan

  • Festivals and Events Policy

  • Library: Internet Access Policy

  • Library: Children and Young Person Policy.

REPORT OF DELEGATES RECEIVED AND CONSIDERED
Council received and considered minutes from recent delegate meetings including the Castlereagh Macquarie County Council meeting held on 23rd June 2025, Association of Mining & Energy Related Councils meeting held on 4th June 2025 and Warren Interagency Support Services Group meeting held on 16th June 2025. 

INFRASTRUCTURE WORKS AND GRANT PROGRESS
Council reviewed progress on key capital works and infrastructure projects between 9 May and 11 June 2025. Highlights included floodgate installation under the $7.1 million Warren Levee Remediation Project, installation of electric vehicle charging stations at three Warren locations and completion of the Victoria Park female-friendly amenities. The dog pound upgrade is nearing completion, with security fencing and pens scheduled for installation by Council staff in July.

Council also noted the successful grant funding for the Carter Oval Sun Smart Shade Structure and awaits a funding decision regarding the proposed Warren Aerodrome upgrades.

ROAD SAFETY AND FLOOD RECOVERY WORKS CONTINUE
Council noted progress on roadworks undertaken across the Shire. Major upgrades continue on RR333 Carinda Road and RR202 Marthaguy Road as part of the Road Safety Program. Contractors and Council crews completed sealed sections, culvert installations, and kerb construction. Flood recovery and heavy patching works were completed on SR59 Tottenham Road, SR91 Industrial Access Road and SR66 Wambianna Road. Routine maintenance works included roadside slashing, weed spraying, sign repairs and pedestrian crossing repainting.

TOWN SERVICES DELIVER INFRASTRUCTURE AND WATER NETWORK IMPROVEMENTS
Council reviewed progress on town services projects, including the completed refurbishment of light poles at the Warren Tennis Courts and commissioning of drought-proof irrigation and fencing at the Warren Showground. Grant applications for exclusion fencing and improvement works at Warren Airport remain under assessment. Council noted substantial progress on water and sewer infrastructure upgrades, including completion of telemetry system enhancements and the additional evaporation lagoon at the Tiger Bay Sewage Treatment Plant.

LIBRARY REPORT HIGHLIGHTS COMMUNITY PROGRAMS AND UPCOMING EVENTS
Council received the Warren Shire Library’s latest operational report. Key programs included movie screenings, Easter holiday craft activities, card-making workshops and the reintroduction of Lego Club. Outreach programs engaged early learning centres, and Connecting Seniors events fostered intergenerational engagement. Over 190 attendees joined the 25th National Simultaneous Storytime, read by Mayor Whiteley. A new after-hours return chute was installed, and preparations are underway for the winter school holiday program and launch of “1,000 Books Before School” during Library and Information Week.

FINANCIAL POSITION CONFIRMED WITH RECONCILITATION CERTIFICATE
Council received and noted the Statement of Bank and Investments Balance as at 30th June 2025. In accordance with Clause 212 of the Local Government (General) Regulation 2021, the Responsible Accounting Officer confirmed that Council’s internal and external cash and investment positions have been fully reconciled against bank statements.

The next Council Meeting will be held Thursday 28th August 2025.
