Council Meeting Highlights - June 2025

Warren Shire’s Ordinary Council Meeting was held on Thursday 26 June 2025. Highlights from this meeting included:
REPORT OF DELEGATES
Council received and considered the minutes from the General Meeting of the Country Mayors Association of NSW, held on Friday 9 May 2025. The meeting covered matters relevant to rural and regional councils, including advocacy priorities, infrastructure funding and collaboration opportunities across local government areas.
ONGOING POLICY REVIEW PLAN
Council considered 2 policies as part of its comprehensive Policy Review Plan. Both will be placed on public exhibition for a minimum of 28 days before formal adoption, subject to no adverse submissions.
Asset Management Policy – This Policy outlines Council’s commitment to managing its assets responsibly and strategically. It sets the overarching direction and objectives for asset management across the Shire.
Asset Management Strategy – Supporting the Policy, this Strategy details how Council will achieve its asset management objectives. It outlines Council’s approach, practices and planning framework to ensure infrastructure and community assets are managed effectively over time.
DETERMINATION OF THE LOCAL GOVERNMENT REMUNERATION TRIBUNAL 2025 (2025/2026)
Council has adopted the full 3.0% increase in Councillor and Mayoral fees, as set by the Local Government Remuneration Tribunal for the 2025/2026 financial year. From 1 July 2025, the annual Councillor fee will be $11,135.83 and the Mayoral fee will be $30,373.53. This adjustment aligns with the Tribunal’s annual determination.
PROGRESS REPORT: DELIVERY PROGRAM 2022–2026
Council noted the latest progress on the Delivery Program adopted in 2022. The report outlines achievements and ongoing actions aligned with community priorities, as required under the Local Government Act.
2025/2026 BUDGET AND OPERATIONAL PLAN & 2025/2026 – 2028/2029 DELIVERY PROGRAM ADOPTED
Council has adopted its 2025/2026 Operational Plan, Budget Estimates and the four-year Delivery Program for 2025/2026 to 2028/2029. The documents outline Council’s planned projects, services and priorities for the coming years, including the Revenue Policy, Fees and Charges, and formal setting of Rates for 2025/2026.
NORTH WESTERN LIBRARY CO-OPERATIVE 2025/2030 AGREEMENT RENEWED
Council approved the renewal of the North Western Library Co-Operative Agreement for the period 1 July 2025 to 30 June 2030, authorising the Seal of Council to be affixed.
This long-standing partnership between the Councils of Warren, Bogan, Coonamble and Gilgandra continues to provide valuable library services across the region. Warren Shire has proudly coordinated this regional collaboration since 1979.
Council also endorsed the annual contribution outlined in the agreement to support the continued success of the cooperative.
ADDITIONAL FUNDING APPROVED FOR FINAL OFFICE RENOVATIONS
Council received an update on the final stage of the ongoing office renovation project and approved an additional $50,000 from the Infrastructure Reserve to complete the works.
The renovations include replacing the current staff kitchen with an accessible unisex toilet, and converting the existing office and cleaner’s storeroom into a new staff kitchen. These upgrades will finalise works originally initiated in 2020 and ensure improved accessibility and functionality for staff and visitors.
DEVELOPMENT APPLICATION FOR SERVICE STATION IN NEVERTIRE REFUSED
Council received and noted an update on the refusal of a development application for a proposed service station at the corner of Mitchell and Oxley Highways, Nevertire. The application was refused due to traffic safety concerns raised by Transport for NSW, risks associated with B-double access and congestion and potential issues related to increased stormwater discharge.
The next Council Meeting will be held Thursday 24 July 2025.
